高和29年，当時の不景気風を吹き飛ばし，市民を元気づけようと行われたのが始まりのこのお祭り。
知市内9カ 所の競演場・7ヶ所の演舞場で約200チーム、約18,000人の踊り子が手に持った鳴子を鳴らしながらそれぞれの個性を出した衣装、音楽、振り付けを施し、地方車には華やかな飾り付けをして市内を乱舞する土佐のカーニバルです。
